Gema Rayat - SAYA mau to the point saja. Jangan bunuh PLN kami! Ya, jangan bunuh PLN kami. Kalimat ini semestinya diteriakkan oleh seluruh rakyat Indonesia, dari Sabang hingga Merauke.

Jangan bunuh PLN kami! Bukan hanya karena kami mencintai PLN habis-habisan. Tapi karena rakyat yang sudah teraliri listrik tidak ingin kembali disergap gulita dan kembali ke ‘zaman batu’. Bukan itu saja, karena masih ada sekitar 5.000 lagi desa yang belum menikmati aliran listrik sejak kemerdekaan Indonesia diproklamasikan hampir 73 tahun silam.

Sejak pekan silam, rakyat negeri ini mencium aroma permufakatan jahat untuk membunuh PLN yang begitu menyengat. Atmosfir Indonesia yang dalam beberapa tahun ini terkoyak oleh berbagai persoalan ekonomi dan sosial, kini makin compang-camping saja. Semua berawal dari pernyataan Menko Maritim Luhut Binsar Pajaitan usai bertemu dengan Presiden Joko Widodo (Jokowi) di Istana Merdeka, Jakarta Pusat, 20 Juli. Katanya, Pemerintah berencana mencabut domestic market obligation (DMO) batubara, termasuk untuk pembangkit listrik yang dioperasikan PT PLN (Persero).

Asal tahu saja, pertemuan itu dihadiri Menteri Koordinator Bidang Perekonomian Darmin Nasution, Wakil Menteri ESDM Arcandra Tahar, Menteri LHK Siti Nurbaya, Dirjen Minerba Kementerian ESDM Bambang Gatot Ariyono. Selain para pejabat publik tadi, rapat di Istana juga dihadiri Presiden Direktur Adaro Energy Garibaldi Thohir.

Ngawur Berat

Menurut Luhut, rencana pencabutan DMO batubara itu dimaksudkan untuk mendongkrak pendapatan devisa dari ekspor batubara. Dari sini diharapkan Pemerintah bisa menambal defisit transaksi berjalan. Katanya lagi, rencana ini akan dimatangkan hari ini (Selasa, 31 Juli) dalam rapat kabinet terbatas di Istana.

Sampai di sini bisa disebut Luhut ngawur berat. Entah karena dia ‘hanya’ seorang jenderal dan bukan ekonom, atau ada penyebab lain sehingga bisa-bisanya opung ini menyodorkan alasan yang menyedihkan. Dengan hitung-hitungan sederhana saja, bisa langsung diketahui menjual 25 persen batubara eks DMO ke pasar internasional hanya menghasilkan ‘seupil’ devisa dibandingkan dengan desifit transaksi berjalan yang menganga lebar,yang mencapai 25 miliar dolar AS.

Tidak percaya? Yuk kita hitung. Tolong opung Luhut ikut memperhatikan hitung-hiitungan ini, ya. Sesuai Kepmen Energi dan Sumber Daya Manusia (ESDM) Nomor 23K/30/MEM/2018, minimal 25 persen produksi batu bara harus dijual ke PLN. Selanjutnya Kepmen ESDM Nomor 1395 K/30/MEM/2018 tentang Harga Batu Bara Untuk Penyediaan Tenaga Listrik, menyebutkan DMO harga batubara sektor ketenagalistrikan dipatok maksimal 70 dolar AS per ton untuk kalori 6.332 GAR, atau mengikuti Harga Batubara Acuan (HBA), jika HBA di bawah US$70/mt.

Data Kementerian ESDM memperkirakan total produksi batu bara pada 2018 mencapai 425 juta metric ton (mt). Harga pasar batubara pada Juli 2018 tercatat 104,65 dolar AS per/mt. Jika 25 persen batubara jatah PLN yang 106 juta mt dijual ke pasar, maka pundi-pundi pengusaha batubara makin gendut karena bertambah 11,12 dolar AS miliar (106 juta mt X US$104,65).

Sebaliknya, bila menggunakan harga DMO yang 70 dolar AS/mt, dari sini mereka hanya mengantongi 7,44 dolar AS miliar (106 juta mt X 70 dolar AS). Dengan begitu ada selisih pendapatan 3,68 dolar AS miliar (11,12 dolar AS - 7,44 dolar AS). Padahal Bank Indonesia menyatakan defisit neraca pembayaran selama 2018 diperkirakan sebesar 25 dolar AS miliar. Apa arti dari semua ini? Selisih harga itu sama sekali tidak signifikan.

Lain lagi dengan Menteri ESDM Achandra Tahar. Katanya, bukan volume DMO yang dicabut, tetapi DMO harga 70 dolar AS yang akan dibatalkan. Maksudnya, pengusaha batubara tetap hanya diizinkan mengekspor maksimal 75 persen produksinya. Sisanya yang 25 persen harus diijual ke PLN, tapi dengan harga pasar 104,65 dolar AS.

Kalau benar yang Archandra katakan, ini makin menegaskan tidak ada tambahan devisa dari pendapatan ekspor. Tapi kalau tidak diekspor seluruhnya, dari sini pengusaha dapat tambahan penerimaan sebesar 3,68 dolar AS miliar yang mereka renggut dari kocek PLN. Dengan kurs BI hari ini yang Rp14.481, maka tambahan beban yang harus ditanggung PLN setara dengan Rp53,3 triliun. Itu artinya, PLN memang sedang dibunuh!

Tingginya harga batubara benar-benar membuat PT PLN babak-belur. Sampai September 2017, perusahaan ini hanya mampu meraup laba Rp3,06 triliun. Dibandingkan laba periode yang sama 2016 yang Rp10,98 triliun, laba ini terjun bebas hingga 72 persen. Tragedi itu terus berlanjut. Baru sampai semester I 2018, PLN harus menderita rugi Rp6,49 triliun. Penyebabnya antara lain karena Perseroan harus merogoh kocek lebih dalam sampai Rp16,8 triliun hanya untuk belanja batubara.

Sialnya, lagi, kerugian tadi sama sekali bukan karena manajemen di bawah komando Soafyan Basir tidak becus. Justru kemampun menangguk laba hingga Rp10,98 triliun tadi menjadi bukti keandalan mereka. PLN rugi berat karena tingginya harga batubara yang dibeli dan harus menanggung ongkos pencitraan rezim sekarang yang ingin tetap kinclong dan tampak jagoan di mata rakyatnya.

Betapa tidak, di tengah lonjakan harga energi primer yang digunakan pembangkit listrik (BBM, Solar, Gas, batubara), PLN tidak boleh menaikkan harga jual listrik. Bukan itu saja, PLN juga dikepung naiknya harga pembelian listrik dari IPP, menanggung beban dalam melaksanakan Public Service Obligation (PSO), dan penugasan Pemerintah untuk pencapaian 100 persen elektrifikasi. Belum lagi, perusahaan ini juga terlibat dalam megaproyek superambisius, pembangunan pembangkit 35.000 MW!

Sebaliknya, simak betapa dahsyatnya keuntungan para petambang batubara dari melonjak-lonjaknya harga komoditas ini di pasar dunia. PT Adaro Energy Tbk, misalnya, sampai triwulan III-2017 berhasil meraup laba sebesar 495 dolar AS juta, naik 76 persen dibandingkan periode yang sama tahun lalu. Ini setara dengan Rp7,17 triliun! Itu baru Adaro saja. Diperkirakan brankas 10 pengusaha besar batubara dari mendapat tambahan pendapatan durian runtuh ini sekitar Rp66 trilyun. Merekalah yang menguasai 60 persen produksi pada 2017.

Sudah Puluhan Tahun

Sekadar perbandingan saja, pada periode Januari-Februari 2018 Pertamina langsung berdarah-darah sebesar Rp3,9 triliun saat rezim ini menerapkan kebijakan BBM satu harga. Padahal, kewajiban ini baru berlangsung ‘seumur jagung’.

Apakah Pemerintah tahu dan mau tahu, bahwa kebijakan satu harga sudah dilakukan PLN sejak puluhan tahun silam. Bisakah para birokrat yang gaji dan fasilitas berlimpahruahnya dibayar dari uang rakyat itu membayangkan, betapa dahsyatnya beban dan kerugian PLN saat mengalirkan listrik di daerah-daerah terluar, terpencil, dan tertinggal (3T).

Bisakah dan maukah mereka menghitung harga tiap batang tiang listrik yang dipancangkan PLN dan berapa harga per meter kabel yang direntang melintasi lembah dan gunung, melewati pinggir-pinggir hutan hanya untuk menerangi beberapa puluh rumah di pedesaan itu? Berapa investasi dan biaya pokok produksi listrik yang harus ditanggung PLN dengan semua itu? Dan tahukah Luhut serta para koleganya yang ikut rapat di ruang sejuk dengan camilan lezat di Istana Jumat silam, bahwa penduduk desa itu menikmati harga subsidi yang amat murah. Sekadar info saja, pada bulan kedua mereka langsung menunggak membayar listrik karena memang rakyat di sana teramat miskin. Di sisi lain, PLN tidak boleh memutus aliran listrik, selamanya. Ya, selamanya demi citra moncer rezim di mata rakyatnya.

Dipaksa Jadi Pengemis

Luhut dan orang-orang ‘keren’ itu boleh saja berdalih, ada mekanisme guna menutup tambahan beban biaya PLN. Konon, Pemerintah bakal menaikkan subsidi kepada PLN. Uangnya bersumber dari iuran pengusaha batubara yang dikutip 2dolar AS- 3 dolar AS/mt dari ekspor mereka. Fulus ini akan dikelola oleh suatu badan yang kelak akan dibentuk.

Bukankah cara ini sama saja dengan memakasa PLN jadi pengemis yang berharap pada belas kasihan Pemerintah dan badan yang bakal dibentuk? Lagi pula, tambahan subsidi dari iuran itu dipastikan tidak akan cukup menutup beban biaya PLN. Tambahan beban PLN akibat pembatalan DMO diperkirakan mencapai 3,68 dolar AS miliar. Sedangkan iuran yang terkumpul hanya 1,06 dolar AS miliar, alias masih kurang 2,62 dolar AS miliar.

Luhut, Archandra (entah bagaimana dengan Menteri ESDM Ignasius Jonan), dan kawan-kawannya itu harusnya juga paham betul, bahwa perlu waktu untuk mengumpulkan iuran tadi. Apalagi badannya saja belum dibentuk. So, pasti ada time lag yang panjang untuk itu. Di sisi lain, berbagai beban PLN itu tidak bisa ditunda, hanya dengan alasan menunggu datangnya sumbangan terebut.

Absurd Luar Biasa

Tidak bisa tidak, otak waras rakyat dan siapa pun yang nuraninya masih hidup akan berpikir benar-benar telah terjadi permufakatan jahat oleh penguasa dan pengusaha untuk membunuh PLN. Pertemuan Jumat di Istana itu juga sebuah peristiwa absurd luar biasa. Bagaimana mungkin pertemuan sepenting itu, yang bakal menentukan hidup-matinya PLN, namun produsen setrum pelat merah itu sendiri tidak diundang. Tidak diajak bicara. Tidak ditanya pendapat dan sarannya? Sebaliknya, rapat justru menghadirkan pengusaha batubara yang diwakili Boy Tohir.

Kehadiran Boy dan tidak diundangnya PLN pada rapat tersebut, patut diduga menjadi konfirmasi betapa dahsyatnya lobi-lobi pengusaha batubara kepada para pejabat kita. Silakan, siapa di antara kalian peserta rapat yang bisa menampik dugaan tersebut. Syaratnya, penjelasannya harus logis dan masuk nalar sehat.

Siapa pun tahu, Luhut adalah jenderal yang juga pengusaha. Bisnisnya merambah banyak bidang, termasuk tambang batubara. Dengan fakta seperti ini, tidak heran bila Ketua Pengurus Harian YLKI Tulus Abadi menduga wacana tersebut secara personal merupakan bentuk conflict of interest seorang Menko Maritim.

Pada titik ini, sungguh benar-benar diperlukan kemampuan ekstra untuk memahami nalar Pemerintah dalam menelurkan kebijakan. Sayangnya, seringkali rakyat tetap saja tidak mampu menangkap apa sejatinya karep Pemerintah dengan peraturan yang diterbitkan.

Coba bayangkan, apa jadinya kalau PLN benar-benar gulung tikar? Siapa yang bakal memproduksi dan memasok listrik. Jangankan bicara soal tugas mengaliri listrik bagi 5.000 desa yang masih gelap-gulita di daerah terluar, terpencil, dan tertinggal (3T). Lha wong untuk memasok 67 juta pelanggan PLN, termasuk industri, bisnis, dan 63 juta pelanggan rumah tangga saja wassalam.

Sebagai rakyat, saya berhak bertanya, dong. Pak Presiden, PLN itu milik Pemerintah bukan, sih? Kalau iya, mengapa ada wacana bakal mencabut beleid DMO batubara yang dipastikan bakal menggiring PLN ke tubir kematian? Tidakkah sampeyan tahu bahwa wacana itu bakal kian memperkaya pengusaha batubara yang sudah kelewat sangat kaya raya? Apakah sebagai Presiden, sampeyan juga dan menyadari, bahwa rencana membatalkan DMO batubara akan berdampak sangat besar dan amat buruk, bukan hanya bagi PLN tapi juga bagi rakyat Indonesia penikmat listrik?

Jadi, please, jangan bunuh PLN kami!
